What is CDPAP?
New York State's CDPAP, or Consumer Directed Personal Assistance Program, is a Medicaid program for chronically ill and disabled persons. Under the said program, customers can choose their own caretaker, who can be a friend or relative.
Eligibility for CDPAP
The following are the requirements for CDPAP New York eligibility:
- Must be a New York resident
- Medicaid recipient in New York
- Self-directed; if not, a representative should be appointed
- Should have a stable medical condition, which means it is unlikely to deteriorate or improve suddenly and should not necessitate regular medical or nursing examination or judgment to determine modifications in the consumer's plan of care
- Must be eligible for long-term care and services from a licensed home health business, as well as a long-term home health care program
- Require partial or complete assistance with one or more personal care, home health aide, or skilled nursing task

Who can be CDPAP Aide?
The CDPAP program allows you to hire nearly anyone, except for a "legally responsible adult" such as a spouse or parent of a disabled person under the age of 21. Adult children can be recruited to look after their parents as they age. Depending on the amount and type of care necessary, there may be certain restrictions on whether or not the parent can reside with the client. Work authorization is necessary if the caregiver is an immigrant.
Do CDPAP aides need any licenses or certifications?
Because the CDPAP Aide will be educated by the consumer or representative, no license or certification is required.
